  4.     Far from raising "serious questions of practicality, if not
  5. constitutionality," my proposal to get drug dealers out of public-
  6. housing (NATION, May 1) would waive burdensome and time-consuming
  7. HUD lease and grievance procedures. It would reduce, sometimes by
  8. up to a year, the time it takes to evict drug pushers in
  9. communities where state laws fully safeguard the due-process rights
  10. for innocent residents. Ironically, this aspect of my plan, most
  11. widely acclaimed by public-housing residents and authorities, is
  12. also the one most decried by the legal-aid community.
