Far from raising "serious questions of practicality, if not
constitutionality," my proposal to get drug dealers out of public-
housing (NATION, May 1) would waive burdensome and time-consuming
HUD lease and grievance procedures. It would reduce, sometimes by
up to a year, the time it takes to evict drug pushers in
communities where state laws fully safeguard the due-process rights
for innocent residents. Ironically, this aspect of my plan, most
widely acclaimed by public-housing residents and authorities, is
also the one most decried by the legal-aid community.
